You can tell a lot about a decade by the Time Magazine picks for Person of the Year. When you look at the newsmakers of the 90s, you see a world in transition, moving from the 20th headlong into the 21st century. That transition is seen in the world of politics as well as technology (from The George Bushes and Bill Clinton to Andy Grove, a pioneer in the semiconductor industry, and David Ho, known for his work in AIDS research). I am sure Bill Clinton would have preferred to skip his second appearance in the list as that one has him coupled with Ken Starr (ruh-roh).
